It's good to know that even in 1945 bureaucracy had a sense of humor. Nothing like declaring the war over but not letting your enemies know. Talk about classic practical jokes!

Didn't you guys notice that all the 'Secret!' banners are crossed out? Looks to me like it was sent out as an anti-secret dispatch.

Meh. I'm thinking it was originally issued as classified, then later declassified. Probably when 50 years had passed.
