I've never been to Japan, but I have seen groups (both large and small) of Japanese tourists.  Not to perpetuate a stereotype, but they all carry cameras, and at any given point in time, at least one of them is photographing or videographing something.  Perhaps the guy didn't notice the camera as there is always someone with a camera in front of their face in Japan!!
