Unrest also affects production, and the chance of local uprisings (i.e. being attacked by an spontaneously generated army of independents).

Personally, I recommend you don't worry about unrest until around... 60. Maybe 75.

(But that's because I want to win.  ;D)

Remember that you can order an army to patrol a province so you can significantly increase your tax while keeping unrest under control.
Some units are especially good at this, but I wont spoil anything. ;)

This reduces population as well as unrest.
