Leader replacement

Can a leader be killed ? If yes then what will be the replacement process :

- One of the lower level leaders is promoted (using which criteria ? if seniority then this info is missing).
- A "standard" replacement leader is used.
- Value of the current leader is used with a penalty (to reflect disorganization).

If the commanding HQ is killed it's game over. Because that literally represents you.
If it's a lower commander a 'hypothetical' commander is promoted with much lower leadership value and morale suffers as well. By hypothetical I mean we'll make up a commander on the fly randomly.
