I think that's part of the dispute. Sounds like it's Egypt's responsibility and they haven't been taking care of it. They've only delivered 25% of the contracted gas, so Israel isn't paying. Now Egypt has suspended deliveries for non-payment. Makes sense, right? ???

If aid gets cut to Egypt now, then they'll develop a martyr complex and get more agitated/twitchy.  Keep the aid flowing and they'll keep on messing with Israel thinking that Allah is blessing them.
