Keeping old museum ships afloat is a constant battle. About 15 years ago, the USS Olympia, Admiral Dewey's flagship from the Battle of Manila Bay, was almost towed out and sunk as a reef because of lack of funds to keep it from sinking at the dockside.
On the other hand, the Mikasa, Admiral Togo's flagship from Tsushima is actually set in concrete. When I saw it many years ago, I was shocked, and thought that putting it in concrete just seemed so wrong. But since then my mind has started to change. Given the cost of maintaining these old ships, and the risk of losing them, I am starting to think that putting them concrete might actually be a good answer.
True. Haven't they've also had problems with old sailing ships staying afloat like U.S.S. Constitution and H.M.S. Victory if I recall correctly?

Yes, keeping any ship in the water is expensive since they do need maintenance or they tend to sink over time. Both Constitution and Victory as well as the Russian Aurora (another veteran of Tsushima) are all still commissioned, so receive national funding, so should be safe.
Its the privately funded museum ships that are problematic. What was happening to USS Olympia 15 years ago was a horror story. Basically the guy in charge organization running the ship ran off with a million dollars of the money needed to maintain it. He was subsequently put in prison, but the ship was almost lost because of the funding hole. Also finding interested big pocket donors for a Spanish American War ship was just really hard. The good news is that in recent years the management of the ship has apparently turned things around. But I can imagine that it will always be a struggle to find the money to keep it afloat.
