I think this is a strategy similar to the one proposed of wrecking Nazi Germany's war production by destroying the transport of coal to heavy industry by wrecking the railways with tactical rather than strategic bombing.  Obviously while the Ukrainians aren't targeting coal for the production of steel, they are targeting billions in income for Russia.
