Do you have access to another computer you could connect to your broadband? Can you move your rig to another site and internet connection? That will tell you if it's your ISP or not.

I haven't used Flash now in over a year, do we really need it anymore?
I sometime get a message stating you need plug-in to watch this video but, the video plays anyway!
IIRC, Chrome has Flash baked right in so not having Flash on your 'puter as a separate entity won't stop vids from playing in the Chrome browser window.
