  Historically, Coburg's Coalition army, retreated over a wide arc from the battle of Fleurus.  He was hoping from some support from the Hanoverians and King George III's army as well.  Historically there was a minor rear-guard action near Waterloo.  Here, after the mode cards and night marches happened, we see the Dutch and Austrians awaiting the columns of the Duke of York and the rest of the Coalition forces.
The Sambre et Meuse is marching up from the south:
