I don't think digital download sales are tracked as closely as retail sales. I'm sure Steam has numbers, but they tend to be reticent to share them.

No, internet sales have never been tracked much, if at all. 

Only part of the reason that this list holds no water.  Good for stirring up discussion about how PC sales figures have never been fully counted, and how these lists may as well use a witch doctor to conjure up sales figures.  ;)
