Is anyone surprised?

Put into a sentence and make tenses and singular/plural correct and you get:

Area 51 reports nearly every area of government in Capitol eliminated or in fragmentation. Executive Branch has taken to pleading.

Clearly this is a coded document saying aliens have arrived. The Area 51 tipped me off.
