Why the powers that be would think that deploying troops into a radioactive drop zone as an exercise was a good idea is beyond me but lots of crazy stuff happened in the 50s.

Because if they ever had to bomb the damn Russkies (or the damn hippies at Berkley), they'd want to know what would happen if they had to deploy a bunch of troops rapidly. You know, for crowd control at Ground Zero.
