Found this free and very nice site that allows you to select pretty much anywhere on the globe, create a map, then build a military map overlay.

Uses NATO symbology

Very nice / slick tool. Not always intuitive to use, but the price is right: FREE.

Very nice site, thanks for sharing AT.

I might be able to use this to help me make some Civ3 maps for my mod.
