Title: Why Doesn't Facebook Allow You to Disable Friend Requests?

I have zero interest in anyone else's life, family, future, memes or jokes. The only reason I have a Facebook account at all is to follow a few specific people and pages, people who I have corresponded with for years.
The most 'secure' option is only allowing Friends of Friends contact you. This is way too many people. I clearly state that I will block anyone who sends me a request, but lazy illiterates can't be bothered to read the top line of my profile. I wish I could give these people cancer.

I thought there was a way to lock it down to no incoming requests

Install fbpurity. You can tweak pretty much everything with regards to what you see, what you block and who can interact with you.
