No.

You cannot play the Chieftain in the 3D view. You can only issue orders to it in the 2D map. However the orders you can give are quite extensive.

So I just had to buy the After Dark DLC for Cities:Skylines. The day/night cycle seems timed pretty good in that the day turns into night at a slow rate as the sun sets and the sky slowly turns red and the lights come on in the city. Note that the new night cycle is free with the patch released today, but extra content comes with the bought DLC.

My little test city. Notice the little 'earth rotate' at the bottom left (near the FRAPS fps) that shows the sun setting and the moon appearing from left to right. I was experimenting with graphics and thus only had a 28 fps during this test.
