Question about DVG pdf games (not VASSAL)

Well, my question is, how do they work? I know how, say, Phantom Leader or Down In Flames works in the big printed card game versions, and I feel like I can safely assume a VASSAL version of the games works in the VASSAL shell.  ;) But whassup with a pdf version? Do you print it out and then cut up the pictures and tape them to physical cards, or what?  ???
