1) Pakistan->Afghanistan->Turkmenistan
2)Turkey or Georgia->Azerbaijan
Looking online, a few of that ship class got sold to Azerbaijan & Georgia as well

Pretty much every state in the US has some kind of state police which help keep order on lakes and waterways. Calling it a "navy" might be overly glorifying what they do, but, hey Jack. These are third world countries. Whatdyawant?
After WWI, when Austria-Hungary split, there was a period of time where the Kingdom of Hungary was (a) landlocked, and (b) ruled by an Admiral (http://en.wikipedia.org/wiki/Mikl%C3%B3s_Horthy) serving as regent. It was a "kingdom with no king, ruled by an admiral with no navy"

Yes.
IIRC in Sound of Music the family's father had served in the Austrian Navy and was therefore in high demand by the Germans.
