Then I agree. Cruise seems to refer more to being aloft via wings than nap of the earth. At Mach 7 it is clearly ballistic, you are right.

The significance to me of the 180mi in 2 minutes is that a submarine can launch from international waters, wiping out all coastal cities before people can react. That is a first strike weapon if there ever was one.
