there's a long list of reasons why Congress is right in this case.  I don't have time to type it all out right now, but it'll be on GrogNews by the end of the day (it's been on 'hold' since I stopped to fix dinner last night)

This is an interesting article detailing the problems behind simply cutting tank production when the Army says it doesn't want any more tanks.

Too complex to summarize with a single quote from the article. Suffice it to say that Congress isn't listening to its generals.
