Some police departments put officers undercover at NFL games. The officers wear jerseys of the visiting team in response to serious hazing incidents from drunken fans towards folks not rooting for the home team. Wearing anything other than a Raiders jersey to a Raiders game (or Philly for that matter) is practically taking your life in your hands.

Plus Seattle made a lot of very public announcements in the week leading up to the SF game about it, so it was top-of-mind for people there
