To me, this seems like something which can be handled by the addition of a randomness factor that rolls a (computer) die and if x number comes up selects one from a list of potential events...at least in tbs games on a strategic level, I think this works well.

It seems like misunderstanding to me. The strategic factor is trust, or something similar, that impacts how others view what is happening. The more news spreads, the more options for spin, positive or negative.
