It looks like they stacked a bunch of shipping containers on top of each other to make low cost housing.  Which ironically enough is happening here in the US of A now.

Silent Disapproval Robot

Stalin had the Palace of Science and Culture built in the middle of Warsaw.  The running joke amongst the Poles was that you simply had to go up to the observation deck as it offered the best view of the city in that it was the only place you could go where you didn't have to look at the Palace of Science and Culture.

I actually don't think it's a bad looking building at all.

theres a reason you cant build certain types and heights within central Paris as an example.
