I don't know why the author of the Atlantic article is pretending he's the only one that "got it." Verhoeven didn't make a secret about what the movie was. And I have a hard time believing anyone really couldn't figure it out  from the propaganda pieces spread through the film, or the sleek black uniforms on the political officers.

Verhoeven has openly admitted that they already had a script 90% written when they found out the rights to the book were still available.  They bought the rights to the book and slapped them on an already-written movie.
