They're using every excuse under the sun to thin out the military right now; even O-4 (or E-6) is no longer a guarantee that you can retire with 20 years of service.  Google "Continuation board" or "enlisted retention board".  It's sad.  I don't think this is a recruitment enticement move.

That is exactly what ended up happening in the early to mid 90's. After the draw down was complete around 96 they brought back the retirement for O-4/E-6.
