Secondly the money spent on the LHC and on the experiments that operate on the LHC would not have solved ANY of the worlds problems. 8 billion sounds like a lot but it would not have solved world hunger or poverty or war or disease or energy etc. Without continued expenditures in pure research, humanity will be a much worse place.

As far as I remember they failed to find the particle or even prove its existence.
And there's a huge difference between throwing billions over and over again over trying to prove a theory and most scientific experiments.

And 8 billions can certainly stop a lot of the world's problems. For Americans 8B isn't much, but there are countries out there that could really use
a fraction of the worth of that money in food&clean water.

Yeah, I forgot that part. Whether we're trying to protect the environment or make the lives of 3rd world populations easier, we're bound to screw up. How many billions of funds intended for famine, typhoon, hurricane, drought, flood relief, etc. have been misappropriated by local despots just in recent years?
