Vincent price had a movie called House of Wax or something. Might come from that. Def looks like 60s color and sfx.

It looks like the same technique used during the Opening of the Ark scene in Raiders of the lost Ark when the Giggling Gestapo Guy's face melts.

I think I'm wrong about the movie. The effect looks right, but House of Wax was made in '53. That gif is far too graphic for '53 IMHO.

Plus a search of all classic images from the film didn't resemble anything close to that.
