The last transfer utility that I remember was CK1 to EU2. But it worked only halfway and was sort of strange in how it set up the feudal relationships into the kingdoms. I also think there was a Vicky 1 to HoI2 utility that produced equally bizarre results.

That's the same as I remember.  I believe some modders attempted to create a program that converts some of the newer stuff but didn't have much success.
