There are a many freedom indexes.  The one you reference includes both economic freedom and political freedom.

The economic freedom indexes usually have precise indicators and little measurement bias.  Political freedom indicators usually have less precise measurements.  All of them do gross rank ordering pretty well (say Venezuela vs. Belgium) but are relatively weak in rank orders of small differences.
