I suspect the upkeep on the ship is cheaper and easier to deal with.

Upkeep on ships can be so expensive.  Some admiral (Nimitz I think) commented that ships were female because they required so much to keep them well dressed and painted up to look their best.
Also, they had to steer cautiously to avoid the buoys.
