Based on deviations above the mean rates of binge-drinking in each state, as measured by the CDC



Of note, here are the states where the drunkest town in that state houses either a major military base, or a major university - lots of enlisted kids or lots of college kids.
Bonus points to Manhattan, KS, which has both Ft Riley, and K-State
