I don't know if I understand the point to the two 1861 games. Is one of them just about Bull Run but with focused submissions and a very detailed main mission, while the other game includes a less detailed Bull Run along with other battles from that year?  ???

I haven't played it yet, but I played most of the other ones (1861 - 1865, and just today, Gettysburg). If Bull Run is like Gettysburg, then it should offer a variety of scenarios based on the battle. The other games are more generic.

        Greenbrier River, October 3rd, 1861

        Allegheny Mountain, December 13th, 1861

    A Bonus Campaign, covering the battle of;
        Big Bethel, June 10th, 1861

1861 Bull Run :

This game covers the Battle of Bull Run in full, featuring the whole battle as a single mission, focus missions recreating significant points in the fighting such as Henry House Hill, and missions covering the smaller engagements in the run up to the battle.

6 scenarios covering the battle of:
        Bull Run
        Blackburns Ford
        Buck Hills
        Henry House Hill
        Big Bethel
        Bloody Hill

The bundles are a good deal, but the games suck in my opinion. They all feel and play exactly the same.

This, pretty much. Even the Tank Battle games aren't that dissimilar from the Civil War games.

Though I gotta say that the Gettysburg game is more enjoyable than the other Civil War games. I still think for the price you could do a lot worse for some mindless wargaming fun.
