According to the article, one theory is that Kim himself sent #2 and #3 to South Korea (where they definitely went) for the diplomatic mission to open doors to a real economic reconciliation -- a meeting that did happen and did have reasonably positive results, though nothing definite.
South Korea has the infrastructure and North Korea has the manpower. They'd be an economic powerhouse that could rival Japan.
