Yeah, interesting stuff.

Sounds like Black Ops Mil/Intel stuff to me.  If it's on shortwave, then it's meant to be broadcast over very long distances, probably internationally.

There was a spooks episode where that was used to give a go code to a russian sleeper. Season 7 episode 8 i think. It was something like "fire from heaven or rain from heaven. The guy puked then carried a briefcase into london. The bitch finally earned her way after being a russian double by defusing it, killing herself with the trigger. She was well hated after she had slit a coworkers throat in the mi5 headquarters with a watch wire. If you followed the series that was a new low. She should have burned.
