I'm moving to Oregon where the traffic never jams, meetings never run late, and everyone does their job 100% accurately and on time.
No way in hell I'd want whoever decided to send that letter anywhere near my kids.
My kids go to a before and after school program run by the city Parks & Rec Department in partnership with the school district. The policy is simple - $1 for each minute you're late for pickup. No one threatens to turn your kid over to DHS. And I'm sure if you were really in a bind and called ahead they'd waive the fees. Fortunately I've never had to find out.

One of my co-workers (super nice gal, she's a great employee) had an incident last year where an honest miscommunication with her husband led to their kids accidentally not getting picked up after school. So what did the school do? After a whole five minutes, they called her at the hotel we work at and told her that unless either she or her husband picked up the children immediately, they would be placed with CPS. (Needless to say, this scared the crap out of my poor co-worker -- who genuinely is a good mother and a responsible adult in general -- and damn near gave her a heart attack.) WTF??!
Whatever happened to simply calling the parents and giving them a heads-up on the situation (thus allowing said parents to make arrangements to come get their kids)? Goodness knows that happened to me on a couple occasions when I was a kid; there was never a threat of sending me to a foster home, though! (Hell, I often just called my folks for a ride myself, never mind asking the school's office to do it.) Is our society so far gone that we can't employ a little common sense to these sorts of situations? Must schools immediately resort to threatening to contact the police/protective services when parents are a few minutes late and/or have honestly forgotten to come get them? I don't get it.
Here's the deal. The society we live in now is so predicated on being involved with everyone else's business and telling people what they ought to think/say/do that noone has time to tell these intrusive pricks to FUCK OFF! And there's noone to back them up when they do, because then the spotlight will be shone on the ones who stand with you. And who needs THAT kind of scrutiny?!
