I will ignore both the shockingly bad grammar in the telecast graphics as well as the multi-level ignorance re: armored vehicles and simply observe:

A:  Being the spouse of the head of Jelly Bellys seems to come with some coin.

B:  Don't play with tanks!

The whole thing falls a little flat to me.

Yeah, I went there. If you're dumb enough to ride on the outside of a tank, and with your back facing forward, and you're going down a hill...hello, Physics calling...it's indeed a tragedy, but one that was very easily avoided with a dab of common sense.

Either they were a factor, or they were not a factor. To say they "do not appear to have been a factor" suggest a lack of certainty on the part of the official.
