Dungeons and Dragons -  Turned based, rules as written.  Good lord WotWC are abject marketing fools when it comes to D&D and the PC.  I know we have the BG series and IWD which can be set up with pauses to the RTS combat.  NWN and NWN2 again can be paused.  However the TT game IS a TBS.  People who play D&D KNOW its turn based.  The closest D&D ever came to a real PC version was the Pool of Radiance series back in the day.  It was TBS adventuring movement and combat.  Seriously think of the DLC cash cow that WotWC is passing up.  /sigh/

I too, cannot abide the RTS with pause combat as a replacement for true turn-based.

So I've a similar wish to yours - a remake or spiritual successor to the 1990s Gold Box Buck Rogers games, using something like the Temple of Elemental Evil turn-based combat engine, minus all the bugs.

Seriously, a 4x game set in the Star Trek universe is a no-brainer.  Argh!

A turn based, conquer the galaxy game set in the Warhammer 40K universe.  I want both ground and space combat.  I want detailed production management and I want to play all the races.

Gang wars man, GANG WARS. There were dozens if not hundreds of gangs. Become a member and raise hell. Or become a cop[per] and try to crack down on them. There could be classes of both thugs and cop[pers], all kinds of weapons, maybe throw in a little steampunk. It would rock.

An operational game - doesnt have to be real world, i suppose it would have to be 4x with a political element attached - the game has different features available when youre in power or in opposition. Resources are the key element to the game and again the game takes different paths with or without these resources - will you be a bit part player with some key resources and sell them to emerging markets (oil), think Saudi, or will you go get the resources and become a major player, branches cant open without certain resources - will the game become focused on your determination to take these resources but you will fall behind other states as you overspend on military? can you broker a deal for the resources in exchange for your own? Focus military research on expert combat teams, your vanilla troops cant take the 'unobtainium' fields? send in the rangers/deltas/paratroopers - take hostages, assassinate, blah blah blah

When I joined the Panther Games Team around 2001, I had expected that within 10 years all AIs would be hierarchical and facilitate delegation at arbitrary levels.  It was just so intuitive and modeled how the World really works.  I am still waiting for all those games.

If by "made", you can include "remade", then definitely 1830-PC.  Also, I wish for a worthy successor to RT1/RTD.  Poptop's RT2/RT3 were interesting, but quite different with weak AIs.  And SMR was a pathetic attempt to capitalize on "Sid Meier" name recognition to turn a buck.

I love RT1.  Not sure I could go back and play it now.  Its firmly planted in the nostalgia of my mind as one of my top PC games of all time.  I played it exclusively for like 3 years in college.  Granted it was the only game I had on the PC beside Populous.  I do like RT2, but the version I have off of Steam doesn't work.  Its a known issue, but I doubt it ever gets addresses.

A well implemented PC version of Space Hulk - in my book the best GW game by a long way - at least, the first version with the SM timer and hidden CP's. Me and my pals played lots of Hulk, and still roll it out now and again.

There was an early top-down view version once, can't remember if it was Amiga or PC, and that was pretty good.

Hulk is such a dynamic game with a high playabilty factor and its a pity that there is no longer a decent version available.

Me and my buddies used to play the Amiga version of Space Hulk, that and Hero Quest. I cannot really comment on the quality of the conversions since I've never played the table-tops themselves. Space Hulk in particular though felt very different to most other video games I recall. I think the underlying board game mechanics made it quite distinct from other comparable games say like Rebelstar, Lazer Squad and Breach 2.

We preferred Hero Quest, but all I can really remember from that was that it was very easy to die and very hard not to.

I would like to see mount and blade style campaign but set in the Elder Scrolls universe. I would love to lead an army instead of my crap AI followers in Skyrim.

The Great Naval Battles series, although the recent naval warfare games are rapidly moving in the right direction.

A remake of Centurion: Defender of Rome, with a battle system that would be more similar to the original system or a system like in the (early? not sure what's in place in the most recent game) Takeda where you only have limited control over your units. The Total War series give unrealistic amounts of control over your units during a battle.

Unlike the purists above me, I actually welcomed the real-time pausable nature of BG as playing it as a pure turn-based D&D game would simply take a lot more time. One of the main benefits of a PC is that it can do (complex) calculations in a split second. Imagine having to roll a die for everything like in regular D&D. It would be quite a bit like some wargames, which are also essentially tabletop wargames on a PC, instead of a true PC game.

I actually liked POR, but there was plenty of stuff cut from the rules set for it. 

Temple of Elemental Evil was the best iteration, by far.  It's too bad the characters looked like blobs compared to everything else but that's what you pay for excellent turn-based combat I guess.
