I've been expecting Russia to upgrade its military in the north as/if the weather becomes more lenient for it. Certainly it's the smart thing to do, to start capitalizing on those resources asap. (As an aside, I've read in a few places that there are whole islands comprised of jumbled-up fossils up there, which the recent minor ice age has obscured which might be uncovered for further research if the weather warms sufficiently!)
