use a long thin tube with a oneway vave on the end, at the top use a pump of some kind, the idea is to pump air through the pipe and make bubbles that will attract the fish.

fish live in water with currents and water movement and all that, a fish's sense of smell is a better way to appeal to them/attract them.... a small ball of bread is good enough.
have you ever fished in a canal a pond or a small lake, or a slow river, it works coz we did it :) you may be rich and go out on a big lake.
