Bear in mind that he was a serving naval officer in WW2, so they aint all just show.

Apparently the GG is the issuing authority for some medals and awards, therefore the GG gets to sport them on uniforms. Probably the same thing goes with their Majesties, as the GG is Her Majesty's rep in Canada.
