CK2: Sword Of Islam xpac is also $7.49 there, currently.
Is all the CK2 stuff at Amazon just codes for Steam? Or are they lone executables? The CK2 base game says [Download], and mentions it can be re-downloaded through your account on Amazon, but the add-ons all same [Game Code] so that's a bit confusing. I suppose it's all Steam?

AFAIK the only version of
Crusader Kings II that did not require Steam was the one sold by GamersGate, so I would assume the one sold by Amazon.com also requires Steam. I did not buy this compilation but I purchased a similar one from Amazon without the CK2 DLCs and all I did was register the keys Amazon.com provided on Steam and download the games from there (Steam).
That is almost a crime to sell CK2 for $7.50...what an amazing game.
