Earlier this year, Mom and I watched the entire Danger Man series (the Patrick MacGoohan series to which The Prisoner was a quasi-sequel-grand-finale -- we watched that, too, as Mom hadn't seen that either). One of the stories in the 2nd or 3rd season (after the show was retooled for 45 minutes plus commercials) involved a Scottish island where cough 'Norwegians' would come ashore for some low-key R&R a few times a year. Everyone knew they were Russians, but didn't really care because the sailors didn't cause trouble, gave a nice side-trade in non-illegal things, and besides what are you going to do about it really?
McG's 'Secret Agent' (as the show was called in the states, with the famous theme song) John Drake arrives on the mainland to solve a murder at a nuclear research facility where some of the islanders work, and so spends most of the episode being a detective undercover on the island.
There might have been one or two other eps with Russians posing as Norwegians in rather different circumstances, but that one came to mind after watching the comedy clip.
"Secret Agent" Was on TV when I was a kid. I never liked it then but rediscovered it a few years back on one of the obscure channels and came to like it quite a bit. You can see the influence it had on "The Prisoner" series clearly.
