IMHO...this is obviously a case of rules-lawyering gone amok. I would bet that a poser-grognard needed adjudication on a issue regarding melee combat following ranged combat with muskets, sought satisifaction at the local Court of County of Kings, where the Right Honorable Judge Rivera reminded said neophyte that the plug-bayonet of the day would have precluded a final "volley before melee", gave the offender a proper dressing-down and sent them packing to the local Toys-R-Us to buy a game of Risk. Or Battleship.
I can see no other reason why a perfectly good set of rules should be left unaccounted for, unless they were misappropriated by a wanna-be-grog in the first place.
