This reminds me, I wish there was some way within Steam to track devs and/or publishers. Best I could do at the moment is wishlist Book 1 of the medieval missions.

Can keys be exchanged between Steam and non-Steam?

The Steam key and the WDS serial number are two different things.

If you meant can people play a game against each other on the two platforms, then the answer is yes.

From April 20 through April 27, Crusades: Book I and Crusades: Book II are on sale for 15% off as part of Steam's Medieval Fest, bringing each title to $33.96.
Both titles are now available on Steam, and WDS store purchases include both the regular WDS serial number and a Steam key.
Covering the First through Fourth Crusades, the two games offer a wide range of battles, campaigns, and what-if situations across the medieval eastern Mediterranean.

Wargame Design Studio is growing on Steam, and this practical guide is aimed at players who are new to the platform or only use it occasionally. It explains how Steam keys work, what changes for existing WDS customers, how to activate a key, wishlist upcoming titles, follow WDS, and leave reviews. It also covers a few useful points about automatic updates, older version branches, PBEM caution, and why Steam activity helps more players discover serious historical wargames.
