Title: War Room: Tactical Sandbox

Not quite sure what to make of this one. Its described as a tool for recreating battles and simulating potential outcomes. As such, the developer says it is not really intended to be a "war game" per se.

Intersesting.  I purchased it, as it may be useful for doing some video AARs of games
