The one reason I don't play RTS strategy is the clickfest factor. Which RTS games are pausable? And when I say pausable, I don't mean just freezing the action. I want to be able to issue commands. Hearts of Iron isn't my favorite game, but that's the sort of pausable RTS I'm talking about.
Come to think of it, is there such a thing as a pausable FPS? Yes, it's not realistic to freeze the action while you change ammo. But it's better than fumbling around with the controls while the bad guys pump lead into you. This is why I like Xcom.

How far back do you want to go? Command H.Q. (http://www.mobygames.com/game/dos/command-hq) was set up in such a way that you could not give commands while paused, but the way around it was to reduce the game speed to 0 while you gave your units commands and then increase the game speed. I really liked that way of handling it.
I too hate click fests and enjoy slowing or pausing for orders. I like Combat mission's one minute turns
and I really enjoy Matrix Command Ops. The earlier Bioware games had pausable real time.
I would be interested in hearing of more pausable RTS/FPS that I forgot or never heard of.

The Europa Universalis games are not only pausable, but you can change the speed.
Most RTS games allow this. It'd be easier to list the ones that don't.
I shall throw in a vote for the fantastic Sins of a Solar Empire.
Sorry, I should have said I was thinking of recent games. I was looking at Wargame: European Escalation. Is that pausable?
I think Sword of the Stars was pausable RTS. I remember that being pretty manageable.

Sword of the Stars (both the original and the sequel) is turn-based, but with real-time combat -- much like the Total War series (although the battles in the SotS games are nowhere near as big).
If you're looking for a pausable , real-time space strategy title, then either
Sins of a Solar Empire or
Distant Worlds is what you want. Sins is shallower and more combat-oriented, while DW focuses more on grand strategy and empire-building (it's often compared to the
Europa Universalis series).
Dragon Age: Origins is a fantasy RPG with real time combat where you can pause the action and give orders.
The Total War series allows you to pause battles and issue orders IIRC.
As for a pausable shooter...hmm. Can't think of any.

The Fallout 3 RPG-Shooter series has that time-stopping pause, where you can aim for specific body parts & such - then start up again until the next one. It's one thing I liked about it. Although you either have to pump up one of your stats so you can use it more often (agility IIRC?) or use a mod/cheat so you can freeze time and select your targets whenever you want. :)

i think the panther games ones are always trumpeted as pausible rts

I'm not a huge fan of top-down shooters but this looks like it has big fun potential! Especially with the active pause thing.
