That should be the policy of every town. It would do wonders for the crime rate to have all the turds dumped in the wilderness.

I suspect the law of unintended consequences would rear its ugly head.
Yes, we'd probably lose some criminals due to harsh conditions, but as a side effect some would adapt, create their own wilderness empires, and we'd have fewer but much more criminals skilled in woodcraft. That might complicate things a bit.
Who cares if they are far away from civilization?
