Friend offers to sell me his old rig, I've got questions

So my friend is offering to sell me an incomplete gaming rig which consists of the following:

1. AMD Ryzen 9 5900X 3.7Ghz 12-Core processor + motherboard
2. NZXT Kraken X73 73.11 CFM Liquid CPU Cooler
3. MSI MAG X570 Tomahawk WiFi
4. 4x Corsair Vengence 3200MHz RAM
5. Cooler Master H500M ATX Mid Tower Case
6. 2080 Super graphics card, I'm assuming NVidia
7. Quad cooling fan with RGB lighting

I will have to re-use my old hard drive or get a new one with Windows installed.  I will have to either re-use my Corsair 650W power supply or get a new one.

He's asking 1250.  I don't know how much extra I would have to spend for an SSD and a power supply.

Realistically my budget is 1000 or less and I see I can get a Ryzen 5 rig from Best Buy for about 989.  What do you guys think?

Is the jump from an AMD Ryzen 5 to a Ryzen 9 worth it?

What is your old system, exactly? What do you use the computer for?

The 5900x rocks for general purpose computing, but you won't use all the 12 cores in games.

My old system has an Intel Core i7-6700 CPU @ 3.40GHz with an NVidia GTX 970.  I use it mostly to play games but a lot of the newer titles demand a minimum of a 1080 GPU.

I don't think that is a good deal, at all.

Look at these, for instance. They all have 40XX series cards. That 2080 is a dinosaur.

That's nice but it doesn't add much value to you for games.

I'm sure he means four sticks of 8GB, for a total of 32GB.

Yup, my bad.  Re-read the specs he gave me and yes, total of 32GB of RAM. 

I'm leaning on buying a new machine if I'm going to spend what my friend is asking for.
