While I kind of liked the twist of what Zemo did with the (MCU version of the) Serpent Society, the film would have played better with everyone settling their differences like adults and then pounding the Society. 

As it is, it reads like a plot-forced schism to set up a new generation of Avengers for the first Infinity Gauntlet movie, which the writers (somewhat) cleverly turned into a deconstruction of how inter-hero fights play out.

Not that I didn't love it.  And yes, it's painfully obvious Vision was too overpowered to be included in the story at key points. Lol'd hard at the tombstones.
