Sim City - A Smattering of Impressions

I just discovered that I had Sim City 4 Deluxe on Steam! WooHoo. Totally forgot I had that!

Only trouble seems to be resolution. I've set it at 1600x1200 but it eems to stay with black borders either side.

So toked I found I had this though :-)

It's also one of the free games that EA gave away to appease those who pre-ordered.

So did this ever get better and worth purchasing?  Noticed at GMG that you can get the game plus all expansions for about $45......

All the expansions? Were there any?
I was under the impression that the patch frenzy added some new content for free, but I am unaware of any expansions for SC5.
But then again, it has been gathering dust on my HDD for quite a while now. ;)

Maybe expansion was wrong term, more of DLC for the additional cities german, british, French, etc.

Not cities so much as buildings like British and French police head quarters.
