Allied Corps Campaign Question

OK, so I've played through a few Desert tutorial missions a few times and am starting to figure things out.

But I've run across something odd. I played through the first three missions successfully and arrive at the fourth. I exit the game. I come back and find myself at the start of the third mission but I'm missing some units. What's up?

I realize I didn't save entering the fourth mission, but why are there fewer units in the third mission? Is it punitive? I don't get it. Anyone have any insight?

Right now it looks like I'm going to have to start the campaign over again to get back to the core units I had built up.
